References to the Monster's blindness had been in the original print, with the Monster explaining how he came to become blind. When they heard how Lugosi delivered the dialogue, the producer ordered all Monster dialogue scenes cut, not realizing that the reference to his blindness would also be cut. Lugosi then appeared to be a pathetic, not menacing, figure stumbling and groping around.
You can vaguely hear the infamous "Lugosi Dialogue" at 0:36. He says, "This is it". Originally, he was going to speak, using Ygor's voice, but the directors attempted to remove his dialogue.
I get cutting the Monster's dialogue, since Lugosi apparently sounded ridiculous. So why not have the Monster's lines dubbed by someone else? The character has few speaking scenes so it would have only taken a day or so. And even though casting Lugosi was a poor choice, his groping and stumbling around would at least have made some sense if they had kept the dialogue explaining his blindness.
He was blinded at the end of Ghost Of Frankenstein, and also in that film he receives the brain (and apparently voicebox) of Ygor, who was played by Bela Lugosi...
So it would make perfect sense for him to speak like Bela...I really don't see why they cut it!?!?

If you read the dialogue in the script, it becomes apparent that noone could have said those lines and come out unscathed.Siodmak doing a sendup.
