CNN had offices on the top 2 floors of 5 Penn Plaza. Go to wikipedia and search 1 Penn Plaza, which is where Devin was. Look to the right hand side of the wiki page and the third picture down. 1 Penn is the tall black building. 5 Penn is the white, shorter, wider building right behind it in that photo. Notice the close proximity. Checking the angles by lining up mid-distance buildings confirm that the CNN video was taken from the roof of 5 Penn Plaza.

If you look compare the two shots you say are the same, there is some parallax differences, meathead. From many blocks away looking at such massive objects you could be within a wide circumference up and down and in any 360 direction and produce nearly identical footage from inside that virtual sphere.
