Both at fault, but technically the small boat is the stand on vessel.

Action should have been taken sooner by both masters, Collision warning sounded. and maybe the small boat could have been more considerate to a less manuoeverable larger vessel. A`proper lookout also appears not have been kept by both vessels. I make it 60 40 the big boats fault.
