They may not stop every bullet, every time, but they do possess the ability to stop bullets, or rather to deflect them in the least.

Like someone pointed out you have to consider the calibre and the distance it's being fired from. What will stop a 5.56x45 regularly might not be able to hold up against a 7.62 round quite as well. Also the bullets make is important, regular bp rounds versus DU bp rounds makes a huge difference. Not to mention armour piercing rounds. :P
