This idea is stupid. The credits would come from taxation so if you follow the trail of money you're privatising the healthcare. Privatisation could potentially give better choice but not necessarilary encourage better health, Maslow's hierarchy of needs.
Err no. It's not at all privatisation. In fact, policy has changed a bit since then, but you gain from being healthy, but there's no tax "punishment" from being unhealthy. I hope that clears that up.

let me explain
these are systems being put in place as reforms of the existing NHS (and with the education part) of the existing state-funded schools.
We have never ever said that private schools or health facilities MUST conform to this - they can convert to the system if they CHOOSE to.
Essentially we're advocating a better way of running EXISTING state-run institutions.
