That's false. Since 2004 the number of real time training not only for the Russian airforce, but also for the navy surpassed that of the european level. Russia trains in real more than Europe and many other countries, coming nowadays to the second place, before US.
Many people do not realise this but these guys are probably some of the only pilots in the Russian airforce who actually get any real air time for training as there is not enough cash to go around.
Almost all cash is going into procurement to replace or refurbish all the cold war junk that is falling apart (i.e. mig29) but not enough left over for aircombat exercises like those run by Western countries i.e. Red Flag.
