If I understood what I read about the electric wires on those poles it would have to specifically be touching the ground wire and one of the 3 live wires. The ground is normally run vastly lower then the live wires to prevent an arch from the live wires. But the 3 live wires are suppose to be transmitting the same electricity just offset in timing so that their low and high frequency provide a clean enough flow of electricity through the grid.

to answer your question animals can be on power lines and not get shocked, because the circiut is not complete the animal needs to be touching 2 wires or a conductive oject that will complete the circut through the animals body, you can see the squirrel is connecting two wires
