I'm playing the psp version to and the first time i wonder y that didn't happen for me either you have to collect all the green goo even at the beginning when you first start then it will open hope that was helpful

you dont need to get ALL the powerbricks you just need to find the power brick in the level "A present for the Commisioner" or something close to tht its the first level in jokers return missions

u don't need the joker's buzzer for that ladder just use double jump.
