I have 27:70 here. Lower is very much possible. I would suggest starting directly at the pole on the countdown and as you're going up the ramp inside the big loop, jump and that will take you to top of loop while cutting off the time it normally takes sonic to run up the wall of the loop and also, when you jump down from the top of the loop, tap jump again at bottom(if you land on a ramp anyways) so you'll get even greater speed. The game physics are pretty flexible.
So slow I could do even better than that but nice attempt.
