A guy created Garrys Mod (GMod for short), and basically you can do loads and loads of things, using things from these games and created from other people, using these games to script new weapons, skins for players, maps etc.

It's found on Steam, which is basically the biggest game store online.

Hope this helped, probably missed a bit out, but oh well :P
