@dapithapon Both. Takara (Japanese) made a line of robo toys. Hasbro (US) found Takara's toys, named em Transformers and Autobots/Decepticons (Takara bots were just toys no sides), created a plot/character bios, made the cartoon/etc.

When creating sides Hasbro decided the Autobots would be cars and trucks cuz kids rode in such vehicles. Decepticons would be planes and such cuz kids typically DON'T ride those. Megatron was the big bad cuz he was a gun, Hasbro found that super evil.

Actually, the Transformers we know are an American creation. The Japanese did create the actual toy line of the transforming robots, but they did not give them names or story lines. Executives from Hasbro saw the toys and decided to name each robot and created the two feuding factions. If you want to see more about this, see Wikipedia or, if possible, the special features about this on the Transformers 2 Disk DVD/Blu-Ray.
