You need to change the language to English (United States/United Kingdom/any other).

Control Panel (Classic View) -> Regional and Language Options -> Formats -> From the list, choose English (United States/United Kingdom).

@jhshifris1 Changing these settings should enable you to play the jackpot mode, classic mode, custom mode and speed dond. It helped me with Runtime error 13, and I hope it helps you :)
