On route 6 in Birmingham, one of the 2010 scanias I was on had the same voice! It was activiated by the driver when a passenger had gone on the bus without paying the fare and he soon got off! Good vid!

@sinchydogtrainz well the bus's exhaust system burst its limits which caused the panic alarm to go off, whilst on coming traffic are being diverted, i doubt the driver would be scared by them because he's inside apparently.
