@ZeldaFreak4by2 Lol. That was funny. Well, the Game took all elments of "The Adventures of Sonic the Hedgehog" and Scratch was the Henchmen of Dr. Robotnik along with "Grounder" and "Coconuts" who also appears here.

That would explain why he appears before Dr. Robotnik, being the loyal henchmen. Grounder as well but not too much as he is somewhat close and Coconuts is yet very leveled down, not a lot.

But, then the last guy is Dr. Robotnik himself, normally, the hardest Boss of all.

It's a minor glitch. When you send more grey rocks top your opponent just as the last group of grey rocks you sent to them is falling on them, the grey rocks will still be added to the total at the top of the screen, as would normally only happen if you manage to send the second group before the first group has even fallen. Fortunately the game still recognizes that the first group has already been sent, so the opponent will not be bombarded with extra grey rocks. Only the image is glitched.

Scratch isn't supposed to be dumb, at least not compared with the other robots. In the AOSTH episodes he is often one of the most clever robots. So that's why he's the last robot.
