The clacker has the significance of firstly NOT being a bell, which is forbidden after the Gloria on Maundy (Holy) Thursday, until the Gloria at the First Mass of Easter, but it is supposed to represent the sound of reed and rod hitting skin, akin to the scourging of Christ. It is only very rarely used now, and most churches choose simply not to make any noise during the Tantum Ergo and procession to the Altar of Repose.

I do know it is about the Transubstantiation, but still beautiful to hear... and think it would add to any ordaination!
