I know this is from a year ago, but I hate mis-information. What happened is there are only so many "skulls" they had available for the puppets, and it was rather hit or miss if they would actually look like the celebrity. When they got the Matt Damon puppet, Matt and Trey thought it looked absolutely retarded. So instead of wasting the money invested on the puppet they just ran with it, but look at how fucking funny it turned out being.
