That's the Parliamentary mace, which has to be in place for Parliament to sit. The MP was John McDonnel in whose constituency Heathrow's third runway will be built, destroying several villages. He didn't feel he was being taken seriously so he removed the mace in protest.
Shame on the Hon Member for removing the mace. This would NEVER happen in a Australian House of Rule.
