I swear, some people who worked on refineries back then were absolute idiots .. I guess they thought that the torch couldn't cause fires/explosions like that .. sorry, i know that this wasn't real life, but geez louise .. the guy using a blow-torch was absolutely stupid.
Actually in a way it was because all the emergency calls they responded to were based on real calls that the LACoFD received during the time the series was on.
