I thought they were removing carriers because they are severely imba and with the tempest they will simply be OP. Carriers already do 128 per shot, an upgraded carrier can 1-shot vikings and other anti-air. Having a tempest around will make sure nothing can do damage to it.

Second off, Carriers in Brood War did not release interceptors faster than in SC2. The difference was that the interceptors could regenerate their health and therefore almost never died.
