JCVD had talent, he fought karate at the highest competition and made no2 in the world, he had so much talent he was offered a chance at making millions and having an easy life. Those people made multi millions on top of that.
Cro Cop is a respectable martial artist himself, but nothing special, hence why he couldnt even make a tiny dent in the UFC.

Not to disrespect Van Damme, but those moves that he does....any person who trained karate / kickboxing / kung fu for a few years, for example a brown belt, can do those moves. Jumping, kicking trees and doing spinning kick in the air is one thing, fighting is other thing. There are hundreds of thousands of people on the planet who train karate and all of them "fight against the air" , but only 100 out of those hundreds of thousands end up in the ring.
