Incredible Technologies, was the developer for the game. If you think I'm wrong, check it's Wikipedia article.

Developers is the one who actually makes the game. Publisher are the ones who decide how much marketing it gets, how it will come out, advertisement spots, and more. Yes, Capcom is both a developer and publisher.

But they didn't develop this game.

Of course both the movie and the game fucked up, and while Sawada thought he would be the start of both, he was barely used, and I believe he was more of a trick for Japanese fans to watch the movie/play the game.

Seen the movie? He poses together with the streetfighters before the credits, which could be a clue, to what Sawada could have become.
