Paladins can not dps, they burst. Bursting once every 3-5 seconds if you get a lucky crit after crit is the ONLY way a paladin can almost match a rogue.

I have out dps'd many classes with windfury in a raid. I come out #2 in guild raids just under rogues.

You can not compare a top raid player (T6) to a pvp player. Gear and skills are different. A ret with T6, raid skilled is comparable to rogues, locks in T6 etc and can outdps them with a little help (windfury).

I generally don't use it on any class but warriors. Rogues can removie it so it's wasted damage, druids can run away if you don't JoJ them.

I normaly only cast it when it's possible to use it during repentance because you lose alot of burst from a wasted seal causing no damage.

Fairly decent, you target your enemies well and are right in their face, which is tough to do as a Retribution Paladin... However you need to make more use of BOF (Blessing of Freedom) & Cleanse particularly with those frosties, you lose alot of time closing the gap when your slowed when all it takes is a macro or alt click BOF/Cleanse, to get rid of the slows/ frost nova's, you'll find that so much easier.
