I don't know where you get your figures from, but they're obviously not from the Scottish Government which postulated that Scotland actually has a fiscal surplus of £2bn in the most recent financial years. Scotland, currently, has to shoulder its share of the UK Budget deficit (which is huge). We'll be better off controlling our own budget deficit.

Now get rid of the Subsidies (im not sure of the exact amount it ranges from anywere from 6-11 billion) then rid oil whichwill be gone in 2020 according to the Government energy report. A surplus occurs when REVENUE generated in Scotland is greater than EXPENDITURE in Scotland There aren't any subsidies in there (apart from the subsidy FROM Scotland to the UK in the form of a surplus).

As for oil, I'm not worried about that too much. There are many years left - perhaps as much as 100. Then there is the massive renewable potential that Scotland has, plus carbon storage.
