@animeguardianxx no you activate the event and get latias out in the wild in kanto after you pick up the lost pokedoll from the guy in vermillion then hoenn champion steven will come out when you leave and tell you that Latias decided to come to Kanto and then you just have to find in in the wild like Entei and Raikou

you need to catch it in the others games and trade it over to heartgold or soulsilver. thats all I really know about it.
