A FEW feature films have children casted as children but of the time it's all adults just messing with their voices. If you can remember the show Rugrats, all of them we're over 25 at the time.

Even in Japan children aren't done by children. Occasionally they have teens, but most of the time not so much. They also prefer to get singers so they can make character songs(makes more money).
