you change your upload speed to 96kb a second, which is very slow. Kinda like an in game lagswitch. The person usually dies a second or two after they should, or the teleport in circles... usually.

no, anyone can dl in survival. DL is a huge problem that konami needs to fix immediately, it's just a glitch in the game.

yeah i dont play servival anymore coz of DL, last news update i had thay said thay were putting in countermesures in against it. thats on EU servers

I'm on the NA servers, the last update seemed to make the whole game laggier. I'm hoping they follow up on their word.
