It does come with thermal paste on it. But if your basing your cpu expectations over whether or not it has thermal paste then you are blissfully ignorant.

Yes, if you upgrade to this CPU (in fact, even with your current one) your 9500 GE GPU is your bottleneck. Get the 9800 GTX for a fairly budget upgrade with far more power.

Cheaper. You know. Price reflects the performance of products. What do I get from 4cored Phenom II @ frequency of 2.4GHz if C2D 8400 could easily go over 3.6 and D0 stepping one reach 4.5 gigs? That would kill Phenom as nothing. WITH THE AIR ! Also if Im about to get 4 cores Id go with i7 definitelly. No wonder that AMD realized they should support triple channel memory cuz it performs better, but who came up first with that technology? BAD EXPENSIVE intel.INTEL FTW. When will amd loose of PGA?

I wouldn't advise ever handling a CPU like that ever. Getting your finger grease all over it will cause the PCB (Circuit Board) to erode.
