Saddam Hussein

Hussein had the **ONLY** secular government amongst the Muslim nations of the middle east.

Not only did he NOT harbor al-Quiada, Osama bin Laden actually called Saddam "an enemy of Islam" for his refusal to cooperate with(or harbor)terrorist groups.
