3.can you assign your cities to viceroys, and will they actually do something like attack the enemy

Yes, they can join your force.

The Province commanders are awesome.

One of my Provinces just biltzkrieg the northern part of Japan pretty much in one of my game.

@Lordkeiga amagin how i feel? i was like "dude im getting my butt handed... crap i shouldnt have made so many moves, now i dont have enough food or forces..." then i change the province thing... my province guy sent in 500 000 soldiers i had built up in a castle 20 days away. luckly for me i had outer bulwark :P so even tho i didnt have a lot of guys we held out until our pwnage reinforcements came :DD

and i was playing as the Kakizaki the weakest clan in the game :D
