There is nothing sexist about it because the focus is the 'portrayal' of actual accidents. And yes, drivers do get distracted from checking out that hot guy/girl on the street. It is common knowledge so please don't think further than what the commercial is implying.

From someone who had 'cut-rate' insurance in the past, I can say confidently that these commercials aren't lying. Allstate will pay the claim and quickly.
