This guy is playing a lot of notes fast, yeah. But unlike hardcore shredders, this guy has a very soulful rhythm to his playing, going in and out of shred sequences with very interesting timing.
Hardcore techbased shredders tend to just do things as fast as they can in a constant flow, rather than on a series of feeling based impulses.
No shredders are not today what Hendrix was back then, because shredders today all sound (pretty much) the same, whereas Hendrix sounded like no-one before him, and still 40-odd years on no-one has come close to sounding like him.
i was drawing reference to the fact that shredders are different and on the fringes of what is commonly accepted as pleasing guitar playing. not everyone likes them and in the 60's not everyone thought playing the guitar with your teeth or setting it on fire was the right thing to be doing. i wasn't comparing the sound of the 2 in any way
