Well, that's pretty confusing. It says "enemies" not "innocent people"!

Well, technically, they are enemies to the villain characters...

No. A character is only an enemy if it attacks you. The villains are not just out trying to kill innocent people for no reson, they are commiting legitimate crimes. You aren't normally supposed to kill the people you mind control anyway. When I first saw this I thought it meant that Mad Hatter could use mind control on actual ENEMIES like police officers. When I found out that he couldn't do that I got confused. But I have the achievement now.

Yeah, I finally got mine after completing the 100% achievements. Did you spend the 4billion studs on the last data item? Quite a disappointment on that one if I do say so myself...

There are always random goons roaming about, the more of the game you complete, the more there will be.

You get the additional characters by unlocking them in story mode.

Kinda surrised it doesn't, given the heavy emphasis on teamwork, but oh well.

thanx i ddint get this ahcievement didnt quite make sense XD, there's a cool glitch on the last level - Hero, go to where the red brick is (near the organ) and when the guy comes out, get Mr Freeze (Freeplay) and continually freeze him, he doesnt die but gives about 100 studs each pretend death, each death takes about 5 seconds so u can get rich pretty quick if u can be bothered XD, bit useless but hey XD
