According to Wikipedia (eng), Aung San Suu Kui was arrested several times, and even before general election took place in 1990. "20 July 1989: Placed under house arrest in Rangoon under martial law that allows for detention without charge or trial for three years". Even when she wasn't under arrest, she wasn't able to meet freely with people form her political party. "for best part of 20 years" sounds correct to me.
