Someone called police that they heard gun bullets and I was taken to court. I was accused with attempt of murder and was put in jail for 6 months. And if you let the guy get away, wouldn't that make the robber likely to attempt this again, putting more lives at risk (assuming he does have a bomb)? There are a dozen circumstances that could take place, not just your three scenarios.

You're correct that there are dozens of scenarios, but there all variations of the ones I mentioned and there is no scenario where the best move is to pull a gun while the bank robber is still in the bank . The word "suspect" means someone who is thought to have committed a crime because he fits the description of the perpetrator and/or had opportunity, etc.. A "perpetrator" is someone you saw committ a crime. A "suspect" "perpetrated" a crime. I hope this explains it.
