that is just the reference scene for the intro video, they don't use pre-rendered movies. All screens and videos are rendered real time. If you make a new game from the beginning you can see that scene, when its done open the console and type these in order "sv_cheats 1" then "noclip"

I used to have this map for HL1 hat was kind of like that. It was a remake of one of the E3 test maps to be used in HL1. It was cool. You do realize that would be very hard, if not impossible, due to the physics based puzzles, (Seesaw in Route Kanal, Ravenholm, Black Mesa East, etc.) Also the driving segments would be boring, asthe extent of vehicles in HL1 was "press forward a few times, vehicle follows predefined path." If Highway 17 was like that, I'd get out and walk to Nova Prospekt!
