It is Jay. This must've been between his stints with Titanic Love Affair and Wilco. I remember Tommy Keene being mentioned in some article on him. Good to see him here... or anywhere he turns up.

Put the energy of Punk with liter gutiar sound and u get this incredible Alternative vibe..
This guy worked with Replacements' Paul Westerberg, REM's Peter Buck, Gin Blossoms, the Goo Goo Dolls etc.
