LA does not have a population of 18 million it's3,792,621. Ranked 2nd in the US, 48th World. The Combined Statistical Area (CSA) is 17,786,419. CSAs represent multiple metropolitan or micropolitan areas that have a moderate degree of employment interchange. The City of LA doesn't even crack 4 million.

New York City's population is 8,175,133. The Metro Area is 18,897,109. Largest city which includes New York City & other cities from Pennsylvania to Connecticut, which is hardly NYC.

Yeah but that's just the central part, Tokyo metropolis aka the greater Tokyo area is about 35 million. Most people use the metropolitan area population when describing cities, not just the technical city boundaries. Same reasoning was used for most other cities in this video. It's basically because the cities grow outside of their original plans but maps aren't changed for that kind of stuff.

Tokyo has over 35 million, depending on what you count as part of Tokyo. Don't look at numbers for just the central city area, you have to look at entire metropolis. These global cities have grown outside of their boundaries a long time ago.
