I think it is. they keep updating it. They added some new character power sets just recently and they did a major graphics overhaul 2 months ago. In addition, there is a big expansion called Going Rogue coming out this summer. CoX is the abbreviation people usee to use when referrring to City of Heroes (CoH) and City of villains (CoV) together

@EvilDizzbudd the game was fun while it lasted, they changed the pyp system, for the worse, and that distanced the game from hardcore pvpers like me and many others. Really fun PvE surprisingly however, but PvP wont ever be what it used to.

It's from a professional game maker, you have to buy it at best buy or circuit city or something. And yes, he robbed them. Note: You can't get carnival minions ingame, but you can get... zombies, thugs, mercenaries, etc.

I suggest you buy GvE on the website so you get both coh and cov. I personally don't play anymore but have plans to come back to it very soon...

It's under capes. When you get to level 20, you can get a mission from Kalinda or Burke in CoV. In CoH you get a mission from the city representative in Atlas Park. After completing the mission, you can access capes, and in your case, scarves. :) Happy hunting!
