If you've studied your colonial history or even some bits of international law, that kind of phrase has a fairly nasty background. No one wanted big, independent and united country in Europe, the one that works under ''brotherhood and unity'' slogan, so they lighted up fire from inside and turned us against each other. So, now you have all those small countries ''independent'' and all are struggling to go in EU. Do you get the picture?

HUGE difference. he's making the point that many countries seem to be more interested in providing a military presence in warzones rather than taking care of their own people, because that's what gets headlines. many countries CAN'T take care of their citizens right now, yet they're still spending billions on their military.
