Well,The Cramps were FUNNY,...THAT, I think, was the main thing about them, was their whacked out and demented humor, more than serious musicianship ( though they did have a pretty cool and distinctive musical sound too, so I would'nt underrate them there ).

Where comparisons are concernd though, I think it'd be more apropriate to pute them along with ohhhh Jerry Lee Lewis, Screamin Jay Hawkins, The Trashmen or Bobby "Borris" Picket than with Hendrix, Clapton, Townsend or Page.

I second the Patti Smith recommendation, although I must say I think she went downhill as she went on. After Wave, she unmistakably started to suck. Her most recent record, Twelve, is great, though, and Horses is just so mind-blowingly win that it doesn't matter what crap she happens to put out; she's still awesome. Richard Hell is another badass early punker to check out. If you want more political stuff, Crass will change your life.

For another fantastic blues-punk band, check out the Gun Club, check out glam-punkers the New York Dolls, art proto-punkers the Velvet Underground and for a lighter, more political/experimental band The Clash, "The Clash" [UK version] and "London Calling" being stand-outs, some other bands which weren't really trailblazers but were a load of fun were 70s London's the Nipple Erectors aka the Nips, and a Manchester deathrock band Inca Babies.
