you dont need to be any specific racer rank. Just when you go to the American Muscle tuner, just select Saleen instead of ford. and you wil have the option to the mustang into the saleen s281

No there isn't. My buddy found out the hard way :D I have this game on PC and you have to locate every car dealership on the island before gaining access to the bike dealerships. Think the same applies to the 360 version.

yes it does it makes it higher depending on which mustang you bought (C or D)

P.S. If you want to look at the class it might change to in-game just highlight the the tuning price your going for and look at the cars class, to the right there will be a slightly faded class symbol and this indicates which class it is going to become! :D
