Finland , specially the helsinki region is more on the baltic "side" rather then on the scandinavian side. And finns dont consider themself Scandinavian either so, maybe the Swedish speaking Finns does but if it weren't for Sweden and once having land for 700 years in Finland and aswell Estonia and latvia. Finland would been considered baltic without any doubts!
