well horrible is put too strong. But it is true. You usually put the most important characters first which mean Piper, Phoebe and Paige (but it doesn't matter in which order those three are put) and then the next important, which I guess would be Billie, then Leo and then Prue... Slight changes could be made to involve Christy but that's the way I would do it.
