You're right, it does sound like he could means Jews, but "tribe" is a word McNulty used several times in the show, and he was always talking to people about their profession. For instance, he told the corrupt, lying reporter at The Baltimore Sun in Season 5 he wasn't part of his "tribe," and he was referring to the media community.
