Here is the thing; In order to be licensed to torure, the torture should have many years of being personally tortured themselves. That way if there is anything left, they might have some pesonal experience to draw upon. It a variation of an act of murder. In the law there is punishment by death, for murder. If the torturer new that they would receive similar or worse treatment (and that means the entire hierarchy behind it) then it might not be so "simple".
I read about some guys who actually water boarded each other. They said with practice they could last 30 seconds. Although it causes no permanent damage it isn't nice.
