Yes the movie is based on a true story. That was something in fact that the military finally gave up on in 1995 if i recall my reading correct. They spent like 20million on this project and it ran from 1970 to 1995. It was not really so much of a offensive weapon they were looking for but more of a way to better spy on people. needles to say it dint work lol.
