It's by the Italian classical and film composer Nino Rota. Try running a search on Rota Sonata for an example of some of his chamber music from the '30s and '40s. Even though he was a very, very diverse composer, always tuneful and I think he was especially fond of elegant composition, just rarely got to show it because of Fellini's desire for circus-like music.

No, it's not Tchaikovsky at all. It's Nino Rota (1911-79), composer of concert and film music. In this case, it's his love theme from the movie Romeo & Juliet (1968). And before someone corrects me on this and says Henry Mancini: Mancini didn't write it either, he only covered it.
