NASA is in Cape Canaveral near Daytona Beach, on the east coast of Florida, not the Gulf of Mexico side. It probably is evaporation of chemicals from the oil spill.

There are several details to see here. First of all, these "rings" move with the remaining clouds. Therefore they are not UFO's. Also note that they slightly change color as they move away from the line with the sun suggesting some diffraction. I would say they are made of very small ice crystals. The real question is: how did they form? Is there some military base around? The shock-wave of rockets crossing some cold layer of the atmosphere can cause this crystalization effect and alignment.

my feeling it that they are pummeling that area with HAARP, recent seismic activity has usually been precursed by strange sky anomalies in the form of circles or patchy rainbow shapes like localized northern lights. If this is real, it appears to me to be ionized gas of some sort. The HAARP project might be able to create such a thing. Theory - It might be that the government used HAARP to create Hurricane Alex, or to lead it along it's path. Or it could be all the chemicals the government sprayed in the gulf evaporating from the surface, lifting through columns of rising air, and the sun hitting them at just the right angle. Who knows, but it is interesting.
