38.7 averages to about 102 degrees fahreneheit. so yeah, its high but not fatal although it depends on the other external and internal conditions/factors. so anything higher than 37 degrees celsius (98.6 F) would be considered a fever i guess. hope that helps! (and guess what? im american too! its a little something called the internet lol!) XD

it would have been animated by pencil, then rendered via computer after scanning images. as for what program i dont know, but its not that important since you can do this animation in most 2d programs that can animate (such as photoshop, and before anyone says anything stupid, yes you can animate in photoshop)
