Bbies have irregular respiratory systems for quite sometime. Which means they do not know how to control their breathing. My son does this sleeping, playin n when excited. Ppl need to realize if a baby doesnt like somethin u will know. They r not completely stupid. My son even knows that if something is blocking his way he can go over/around it. @JBJund It's actually 100% safe. Babies are virtually weightless in water. The only reason at all he has a floaty is to keep his head above water. Babies 6 to 12 months are capable of learning to float on their backs when accidentally falling in water. Its natural, not inhuman... however, it does look completely ridiculous.

I didn't want my kids to have a fear of water, especially being active in boating, swimming, fishing and just near the water a lot! I'm still not sure I'd put a blow up tire looking thing around either of my kids necks, but if the kid here and others I've seen didn't like it, they'd be fussing. All looked quite content actually.
